Overview
You received an app rejection error related to Apple's 3.2 Guideline - Business. This article explains why your app might have got rejected and how you can work around it.
Diagnosis
You got the following message from Apple for your iOS app.
Guideline 3.2 - Business
During our review, we found that this app was designed for a specific business or organization, including its partners, clients or employees, and not for general distribution on the App Store. Business apps available on the App Store are meant for use by a wide variety of external customers around the world.
As this app is not intended for general distribution, it cannot be made available on the App Store. We encourage you to review the other ways to distribute your business app and choose one that better meets your business needs.
This is due to Apple's 3.2 Guideline regarding other business model issues.
More specifically, it appears the app is for internal use (eg employees in a company) and Apple doesn't approve of its publishing on the regular App Store, as the apps therein are intended to be used by a wide variety of users across the globe.
Solution
Since the app has a specific audience, you can use the PAS platform to publish your iOS app and distribute it privately to the users you wish.

Testing
You will have managed to publish your iOS app using the Private App Store functionality. Once you do so, a confirmation email with the app’s download URL will appear in your registered mailbox. You can then share the URL with your users for downloading and installing the app.
